Government commits to raising health sector budget share to eight percent within five years

Kathmandu: The government has committed to increasing the budget allocation for the health sector to eight percent by 2088 BS.

The national commitment, made public today, outlines plans to raise the health budget share to eight percent within the next five years. According to the World Health Organization’s standards, 10 percent of the total budget should be allocated to the health sector. The commitment also states that the health insurance program will be expanded in a more robust model to ensure quality and access for every citizen.

It further mentions the implementation of ‘One Citizen, One Digital Health Profile’ and the integration of scattered health-related facilities and concessions with the social security program. An integrated health service will also be ensured by establishing a state-of-the-art disability rehabilitation specialized resource center in each province.

Free treatment for burn victims

The government has stated that free and quality treatment, along with mental health services, will be made available to burn victims and made accessible to citizens.

The commitment also includes provisions to deliver basic health services to senior citizens and persons with disabilities at their doorsteps. It outlines plans to implement an integrated model by setting minimum standards in basic health for overall health system reform. Health infrastructure at the federal, provincial and local levels will be restructured, with classifications and standards set for health workers, equipment, buildings and services. Special priority will be given to expanding access to health services in rural and remote areas.

Doctor in Primary Health Center
The commitment states that each primary health care center will have at least one doctor with a Master’s degree in Medical Education (MDGP), along with nursing, laboratory and pharmacy services. It also mentions implementing policies for insurance or free treatment for the poor, laborers, farmers and persons with disabilities, as well as providing free health services for those engaged in compulsory labor.

Additionally, the government plans to launch a nationwide campaign titled ‘I am healthy, my family is healthy’, focusing on disease prevention by promoting a healthy environment, climate and active lifestyle. The commitment also includes integrating Ayurveda, natural treatment and yoga meditation into health services, establishing ‘wellness zones’ and yoga laboratories in major tourist areas, and incorporating yoga, meditation and sustainable tourism into the curriculum.

The government has stated that these commitments will be included in the annual policies and programs, budget and reform agenda for the upcoming fiscal year 2083/84 and beyond.
