Employee Adjustment Ordinance 2075 discriminatory in nature?

Local level employees are blaming the Employee Adjustment Ordinance 2075 of being discriminatory in nature. The time for pen down too was moved by the employees. Employees of Eighty-eight different local level have started the protest on Monday which has shut down the work too.
