Lack of human resources, a problem for the province?

Chief Minister, Mr. Trilochan Bhatta along with six other ministers took an oath and started their term of office a year back. However, the people are not satisfied with the conduct of the state government. The state government said that their work has been obstructed due to lack of human resources.
