Fourth month into the fiscal year, yet no signs of development

The local government has not been working since the past ten to eleven months. The development process has been slagging. The division of the state was supposed to fasten the pace, but its been four months (May to August) to since the fiscal year resumed. The fourth month is on but the failure of the government just keeps getting exemplified. The public was expecting better after the segregation of the Provinces, but the situation remains the same.
