High-level inter-legislative conference to begin in Tikapur, Far-west province

Kathmandu: A high-level inter-legislative conference is set to be held in Tikapur, Far West Province from Saturday with the aim of strengthening coordination, cooperation, and exchange of parliamentary experience between both houses of the federal parliament and all seven provincial assemblies.

Speaker of the House of Representatives Dol Prasad Aryal and Chairman of the National Assembly Narayan Prasad Dahal are scheduled to inaugurate the conference on Saturday morning. The inaugural session will be chaired by Speaker of the Far West Province Bhim Bahadur Bhandari.

Speaker Aryal, National Assembly Chairman Dahal, and Chief Minister of Far West Province Kamal Bahadur Shah are scheduled to address the inaugural ceremony. According to Speaker Aryal’s secretariat, Speaker Aryal, Chairman Dahal, Deputy Speaker Ruby Kumari, Vice-Chairman of the National Assembly Leela Kumari Bhandari, and officials of the federal parliament have already reached Dhangadhi, the capital of Far West Province, to participate in the conference scheduled for the 23rd and 24th of this month.

Working papers on parliamentary practice and lawmaking to be presented
Working papers on various topics related to the parliamentary system and lawmaking will be presented in the closed session starting after noon on Saturday.

Secretary of the Federal Parliament Secretariat Dr. Rojnath Pandey will present on ‘Legislative Academy’ and ‘Consensus in Parliamentary Monitoring Work’. Information technology expert Binit Satyal will present on ‘Digital Parliament’, Constituent Assembly member Khimlal Devkota will present on ‘Coordination between the Union, Provinces and Local Levels in the Lawmaking Process’, and former Secretary Dr. Surendra Aryal will present on ‘Ideal Budget Making Process’.

During the conference, discussions will be held on the status of federalism implementation, good practices in assembly operations, inter-legislature coordination, and future directions.

To issue Tikapur Declaration
The conference will issue the Tikapur Declaration. On the second day of the conference, General Secretary of the Federal Parliament Padma Prasad Pandey will present the draft of the ‘Tikapur Declaration’, which will be passed after necessary discussions. The conference will be attended by Speakers, Deputy Speakers, Chairs, Vice-Chairs, Chief Whips, Chairs of thematic committees, Secretaries, and other representatives from both houses of the Federal Parliament and all seven provincial assemblies.
